Abstract: At its commissioning, this paper was given a distinct mandate : it was to be a strategic paper. So what exactly does 'strategy' mean? Its origins lie in the Greek language where strategos meant a leader of the army, a general, who devised a plan, a strategia, to win a battle. Encarta Dictionary defines the more modern use of the word as 'a carefully devised plan of action to achieve a goal'.
