The need to institutionalize a culture of policy analysis, management and governance in government ministries and supportive bodies is, indeed, at the heart of the local and global development discourse. It reflects a quest for effectiveness in institutional policy delivery systems. The book responds to this need by interogating capacity gaps in national policy systems in a bid to generate recommendations for their government ministries and bodies, state universities and research institutions to promote capacity for policy analysis, management and governance? What major challenges have been faced by these institutions in their efforts to promote capacity in the triad policy areas?
